It's limited animation all right, very limited! You may have seen this type of thing at the start of the "Gold Watch" scene in Pulp Fiction where young Butch is watching what I think is the same show. Limited animation as a way of reducing production costs inevitably became associated with mass produced low quality animation and this is an obvious example of that.
